JOURNAL INFORMATION
EDITORIAL PROCESS
Jurnal Sistem Cerdas (JSC) is committed to maintaining a transparent, rigorous, fair, and efficient editorial process to ensure the publication of high-quality scientific research in artificial intelligence, machine learning, computational intelligence, intelligent information systems, and related disciplines.
All submitted manuscripts undergo a structured editorial workflow designed to assess their scientific originality, methodological rigor, technical validity, relevance, ethical compliance, and contribution to existing knowledge.
The editorial process is managed through the journal's Online Journal Systems (OJS) platform and follows internationally recognized principles of responsible scholarly publishing.
The journal maintains editorial independence, confidentiality, and objectivity throughout the manuscript evaluation and publication process.
Authors must submit their manuscripts electronically through the official Jurnal Sistem Cerdas OJS platform.
Before submission, authors are required to ensure that their manuscripts comply with the journal's Author Guidelines, Authorship Criteria, Focus and Scope, and Publication Ethics policies.
The corresponding author is responsible for providing complete and accurate manuscript metadata, including the title, abstract, keywords, author names, institutional affiliations, and contact information.
All authors must approve the manuscript and agree to its submission.
Manuscripts must not have been previously published or be under consideration by another journal.
After submission, the editorial office conducts an administrative and technical evaluation to verify manuscript completeness and compliance with journal requirements.
The screening includes verification of:
Manuscript formatting and use of the official journal template.
Completeness of the title, abstract, keywords, and references.
Accuracy of submission metadata and author information.
Compliance with manuscript length and article type requirements.
Quality and readability of figures, tables, and equations.
Availability of required declarations and supporting documents.
Compliance with double-blind peer review requirements.
Adherence to the journal's submission checklist.
Manuscripts that do not meet the technical requirements may be returned to authors for correction before proceeding to scientific evaluation.
Administrative compliance does not guarantee that a manuscript will proceed to peer review.
Following technical screening, the Editor-in-Chief or an assigned editor evaluates the manuscript's suitability for publication.
The initial editorial assessment focuses on:
Relevance to the journal's Focus and Scope.
Originality and potential scientific contribution.
Clarity of research objectives and research gaps.
Appropriateness of the proposed methodology.
Adequacy of preliminary scientific evidence.
Quality of academic writing and manuscript organization.
Compliance with ethical publication standards.
For research involving artificial intelligence and machine learning, editors may additionally consider the appropriateness of experimental design, dataset characteristics, baseline comparisons, and evaluation procedures.
Manuscripts that lack sufficient scientific contribution, fall outside the journal's scope, or exhibit serious methodological deficiencies may be declined without external peer review.
Submitted manuscripts are subject to originality and similarity screening using appropriate plagiarism detection tools.
The editorial team evaluates similarity reports by considering the nature, source, extent, and context of textual overlap.
A similarity percentage alone does not automatically determine whether plagiarism has occurred.
Manuscripts containing substantial unattributed overlap, duplicate publication, fabricated data, manipulated research results, or other forms of scientific misconduct may be rejected.
When research integrity concerns arise, editors may request clarification, supporting documentation, or original research data from the authors.
Such concerns will be handled in accordance with the journal's Publication Ethics policy and relevant guidance from the Committee on Publication Ethics (COPE).
Manuscripts that pass the initial editorial assessment are assigned to an appropriate Handling Editor or Section Editor.
The Handling Editor is responsible for coordinating the scientific evaluation of the manuscript and ensuring that the review process is conducted fairly and efficiently.
The editor's responsibilities include identifying qualified reviewers, managing reviewer invitations, monitoring review progress, evaluating reviewer reports, and recommending editorial decisions.
Editors must disclose potential conflicts of interest and refrain from handling manuscripts where their impartiality could reasonably be compromised.
Jurnal Sistem Cerdas adopts a double-blind peer review process in which the identities of authors and reviewers are concealed from one another.
Each manuscript proceeding to external review is normally assessed by at least two independent reviewers with expertise relevant to the manuscript's research area.
Reviewers are selected based on scientific expertise, relevant research experience, independence, and the absence of significant conflicts of interest.
Reviewers evaluate manuscripts according to the following criteria:
Scientific originality and novelty.
Relevance to intelligent systems and computational technologies.
Methodological validity and reproducibility.
Technical accuracy and experimental rigor.
Quality and interpretation of research findings.
Adequacy of comparative analysis and validation.
Scientific significance and potential impact.
Quality of academic presentation and references.
Compliance with research and publication ethics.
Reviewers provide constructive comments and recommendations through the OJS platform.
Reviewer recommendations are advisory and do not independently determine the final editorial decision.
After receiving reviewer reports, the Handling Editor evaluates the recommendations and prepares an editorial assessment.
The Editor-in-Chief or an authorized editor makes the editorial decision based on reviewer comments, scientific merit, methodological quality, and compliance with journal standards.
Possible editorial decisions include:
Accept Submission
The manuscript satisfies the journal's scientific and publication requirements and may proceed to the production stage.
Revisions Required
The manuscript requires corrections, additional explanations, methodological improvements, or further analysis before a final acceptance decision can be made.
Resubmit for Review
The manuscript requires substantial revision and another round of scientific evaluation.
Decline Submission
The manuscript does not meet the journal's scientific, methodological, ethical, or editorial standards.
When reviewer recommendations differ significantly, the editor may request additional clarification, invite another reviewer, or conduct further assessment before making a decision.
Authors receiving revision requests must respond carefully to all comments from reviewers and editors.
The corresponding author is responsible for submitting the revised manuscript through the OJS platform.
The revision submission should include:
A revised manuscript incorporating the requested changes.
A detailed, point-by-point response to reviewer comments.
Clear explanations of substantial revisions.
Scientific justification for any comments or recommendations that have not been adopted.
Additional experimental results, data, or supporting documentation when requested.
Authors should ensure that revisions improve the manuscript's scientific quality and consistency.
The editorial team may conduct additional review rounds when necessary.
Failure to submit revisions within the specified deadline, without an approved extension, may result in the manuscript being closed or declined in accordance with the journal's editorial procedures.
After the revision process, the editor conducts a final evaluation to determine whether the manuscript has adequately addressed the reviewers' comments and satisfies the journal's publication standards.
The final evaluation may include verification of:
Scientific accuracy and consistency.
Adequacy of methodological revisions.
Completeness of reviewer responses.
Quality of experimental results and discussion.
Compliance with publication ethics.
Accuracy of references and citations.
Readiness for publication.
Where necessary, the revised manuscript may be returned to the original reviewers or assigned to additional reviewers.
The final acceptance decision is made by the Editor-in-Chief or an authorized editor.
Manuscripts that successfully complete the editorial and peer review process receive an official acceptance notification through the OJS platform.
Acceptance indicates that the manuscript has met the journal's scientific and editorial requirements.
Following acceptance, authors may be requested to provide final manuscript files, complete publication declarations, confirm authorship information, and verify publication metadata.
Substantive changes to scientific content or authorship after acceptance require editorial approval.
Jurnal Sistem Cerdas applies an Article Processing Charge (APC) of IDR 500,000 per accepted article.
The journal does not charge submission or peer review fees under its stated fee policy.
The APC becomes payable only after the manuscript has received an official acceptance decision.
Payment instructions are communicated through the journal's authorized administrative channels.
Payment of the APC does not guarantee acceptance and does not influence editorial decisions or reviewer recommendations.
Financial administration is conducted independently of the scientific assessment process.
After acceptance, the manuscript enters the copyediting stage.
Copyediting focuses on improving the accuracy, readability, consistency, and presentation of the accepted manuscript without changing its scientific meaning.
This process may include:
Academic language and grammar corrections.
Consistency of technical terminology.
Verification of article titles, author information, and affiliations.
Reference and citation formatting.
Consistency of tables, figures, and equations.
Compliance with the journal's publication style.
Verification of required declarations.
Authors may be contacted when clarification is necessary.
Substantive scientific modifications during copyediting require appropriate author and editorial approval.
Following copyediting, the accepted manuscript proceeds to layout editing and production.
The production team prepares the article in accordance with the journal's official publication format.
Production activities may include:
Article layout and typesetting.
Formatting of headings, tables, and figures.
Verification of references and bibliographic information.
Preparation of article metadata.
Assignment and verification of persistent identifiers, where applicable.
Preparation of publication-ready electronic files.
Final technical quality control.
The journal aims to ensure that all published articles are professionally presented, readable, and accessible.
Before publication, authors may receive the final article proofs for verification.
The corresponding author is responsible for reviewing the proofs and identifying any remaining typographical, formatting, or production errors.
Proof corrections should be submitted within the period specified by the editorial office.
Major changes to research methodology, findings, conclusions, or authorship are not normally permitted at this stage without explicit editorial approval.
The editorial and production teams conduct a final verification before the article is published.
The final quality control process includes checking article completeness, metadata accuracy, publication formatting, author information, and consistency between the accepted manuscript and final publication files.
The Editor-in-Chief or an authorized editor approves the article for publication after the required editorial and production procedures have been completed.
Jurnal Sistem Cerdas publishes three issues per year, in April, August, and December.
Accepted manuscripts are assigned to an appropriate issue based on editorial readiness, completion of production requirements, and the journal's publication schedule.
Published articles are made available through the journal's official OJS website.
Publication metadata, abstracts, references, and full-text files are provided in accordance with the journal's publishing policies.
Acceptance of a manuscript does not guarantee publication in a specific issue.
Jurnal Sistem Cerdas recognizes that editorial responsibility continues after article publication.
The editorial team is committed to maintaining the accuracy, credibility, and integrity of the scholarly record.
Post-publication procedures may include:
Corrections
Corrections may be issued when significant errors are identified that do not invalidate the overall scientific findings.
Expressions of Concern
An expression of concern may be issued when serious questions arise regarding the integrity of a published article and an investigation remains unresolved.
Retractions
Articles may be retracted when findings are unreliable, serious ethical violations are confirmed, or other circumstances warrant retraction under applicable publication ethics guidelines.
Complaints and Appeals
Authors, readers, and other stakeholders may submit concerns or complaints through the journal's official communication channels.
All post-publication matters will be evaluated fairly and in accordance with recognized publication ethics principles.
