PUBLICATION ETHICS

Jurnal Sistem Cerdas

1. Statement of Publication Ethics

Jurnal Sistem Cerdas (JSC) is a peer-reviewed scientific journal committed to maintaining the highest standards of publication ethics, academic integrity, transparency, accountability, and responsible scholarly communication.

The journal publishes original research in artificial intelligence, machine learning, computational intelligence, intelligent information systems, data science, and related scientific disciplines.

This Publication Ethics policy establishes ethical principles and responsibilities for all parties involved in the publication process, including authors, editors, reviewers, publishers, and editorial staff.

The journal's ethical framework is informed by the principles and recommendations of the Committee on Publication Ethics (COPE) and internationally recognized standards of responsible research and scholarly publishing.

All parties involved in the publication process are expected to uphold scientific integrity, fairness, confidentiality, and professional conduct.

2. Ethical Responsibilities of Authors

Authors are responsible for ensuring that their submitted manuscripts represent original, accurate, transparent, and ethically conducted research.

2.1. Originality and Plagiarism

Authors must submit original manuscripts that have not been previously published or submitted simultaneously to another journal.

All ideas, methods, findings, figures, datasets, and other intellectual contributions derived from previous works must be appropriately acknowledged and cited.

Plagiarism in any form is prohibited, including direct copying without attribution, inappropriate paraphrasing, unauthorized reproduction of copyrighted materials, and presenting another person's research as original work.

The journal may use plagiarism detection software to evaluate manuscript originality.

Similarity screening results will be assessed contextually rather than relying solely on a numerical similarity percentage.

2.2. Data Accuracy and Research Integrity

Authors must accurately present research data, methodologies, experimental procedures, analyses, and findings.

Data fabrication, falsification, selective manipulation of results, and intentional misrepresentation of scientific evidence are strictly prohibited.

Authors must not modify experimental findings, evaluation metrics, images, or statistical results to create misleading conclusions.

Research conclusions must be supported by appropriate evidence and must accurately reflect the limitations of the study.

2.3. Multiple, Redundant, or Concurrent Publication

Authors must not submit the same manuscript to multiple journals simultaneously.

Duplicate or redundant publication without appropriate disclosure, justification, or permission is prohibited.

Substantial overlap with previously published work must be clearly disclosed.

Authors who extend previous conference papers, preprints, or earlier research publications must transparently identify the original work and explain the additional scientific contribution.

Prior dissemination through a preprint server does not automatically constitute duplicate publication, but authors must disclose relevant preprints and comply with the journal's preprint policy.

2.4. Authorship and Contributorship

Authorship must accurately reflect substantial scholarly contributions to the research.

All listed authors must comply with the journal's Authorship Criteria and approve the final submitted manuscript.

Honorary authorship, guest authorship, ghost authorship, coercive authorship, and the sale or purchase of authorship positions are prohibited.

The corresponding author must ensure that all eligible contributors are properly recognized and that all authors agree to the submission and authorship order.

The journal encourages the use of the Contributor Roles Taxonomy (CRediT) to provide transparent descriptions of author contributions.

2.5. Disclosure of Conflicts of Interest

Authors must disclose financial, institutional, professional, or personal relationships that could reasonably influence the research or its interpretation.

Relevant conflicts may include research funding, consultancy arrangements, employment relationships, intellectual property interests, or commercial affiliations.

The absence of competing interests should also be declared when required by the journal.

Disclosure of a conflict of interest does not automatically disqualify a manuscript from publication.

2.6. Acknowledgment of Funding Sources

Authors must disclose all relevant financial support received for the research.

Funding statements should identify the supporting institution or organization and the relevant grant number, where applicable.

Authors should also describe the funder's involvement in research design, data collection, analysis, interpretation, or manuscript preparation when relevant.

2.7. Ethical Approval and Informed Consent

Research involving human participants, personal data, medical information, or other activities requiring ethical oversight must comply with applicable ethical and legal requirements.

Authors must obtain approval from an appropriate ethics committee or institutional review board when required.

Informed consent must be obtained from research participants where applicable.

Research involving sensitive information must ensure appropriate privacy protection, confidentiality, and lawful data processing.

For research involving animals, authors must comply with relevant animal research ethics standards and institutional requirements.

3. Ethical Responsibilities of Editors

Editors are responsible for maintaining the scientific quality, integrity, confidentiality, fairness, and independence of the journal's editorial process.

3.1. Fair and Objective Evaluation

Editors must evaluate submitted manuscripts based on scientific merit, originality, methodological rigor, relevance, and contribution to the journal's Focus and Scope.

Editorial decisions must not be influenced by authors' nationality, ethnicity, gender, religious beliefs, institutional affiliation, academic position, or personal relationships.

All manuscripts must receive fair consideration according to the journal's established editorial policies.

3.2. Editorial Independence

The Editor-in-Chief and authorized editors are responsible for editorial decisions.

The publisher, sponsors, funding organizations, and other external parties must not improperly influence manuscript acceptance or rejection.

Financial considerations, including Article Processing Charges, must remain separate from scientific evaluation and editorial decision-making.

3.3. Confidentiality

Editors and editorial staff must protect confidential information contained in submitted manuscripts.

Unpublished manuscripts, research findings, datasets, and reviewer reports must not be disclosed to unauthorized parties.

Confidential information obtained during editorial processing must not be used for personal research or professional advantage.

3.4. Conflicts of Interest

Editors must disclose potential conflicts of interest involving authors, institutions, research projects, or commercial organizations.

Editors must withdraw from handling manuscripts where their impartiality could reasonably be compromised.

Such manuscripts should be assigned to another qualified editor.

3.5. Editorial Decisions and Accountability

Editors must ensure that publication decisions are supported by appropriate scientific evaluation and consistent editorial standards.

Reviewer recommendations should be carefully considered, but the final editorial decision remains the responsibility of the authorized editor.

Editors are responsible for addressing concerns regarding research integrity, publication misconduct, corrections, and retractions.

4. Ethical Responsibilities of Reviewers

Reviewers contribute to the scientific quality and credibility of the journal through independent and constructive manuscript evaluation.

4.1. Objectivity and Professionalism

Reviewers must evaluate manuscripts objectively and provide constructive, evidence-based comments.

Personal criticism, discriminatory remarks, hostile language, and unsupported allegations are prohibited.

Reviewer recommendations must be based on scientific arguments and relevant evidence.

4.2. Confidentiality

Reviewers must treat manuscripts as confidential documents.

Manuscripts must not be shared, distributed, reproduced, or discussed with unauthorized individuals.

Reviewers must not use unpublished research findings or confidential information for personal or professional advantage.

4.3. Competence and Timeliness

Manuscripts proceeding to external peer review are normally evaluated by at least two qualified independent reviewers.

The identities of authors and reviewers are concealed from one another throughout the review process.

Reviewers must maintain confidentiality and disclose relevant conflicts of interest.

Editors must ensure appropriate reviewer selection, transparent editorial decisions, and fair handling of reviewer recommendations.

The journal does not guarantee manuscript acceptance based on reviewer recommendations alone.

7. Plagiarism and Similarity Screening Policy

All submitted manuscripts may undergo originality and similarity screening before publication.

The editorial team evaluates similarity reports by considering the source, context, and significance of textual overlap.

The journal distinguishes between legitimate similarities, properly cited material, technical terminology, and unattributed copying.

Manuscripts containing substantial plagiarism or other serious originality violations may be rejected.

If plagiarism is identified after publication, the editorial team may initiate an investigation and take appropriate corrective action.

The journal does not treat similarity scores as conclusive evidence of plagiarism without editorial assessment.

13.4. Post-Publication Complaints

Readers and other stakeholders may report suspected errors or ethical concerns after publication.

The editorial team will assess credible complaints and determine appropriate actions according to the available evidence and relevant ethical guidance.

14. Complaints and Appeals

Authors may submit formal appeals concerning editorial decisions when they believe that a significant factual error, procedural irregularity, or conflict of interest affected the evaluation.

Appeals must include a clear explanation and appropriate supporting evidence.

The appeal will be assessed by the Editor-in-Chief or another qualified editor who is not subject to the relevant conflict of interest.

Complaints regarding editorial conduct, peer review procedures, confidentiality, or publication ethics may be submitted through the journal's official communication channels.
